96 Dodge Caravan Dash panel?

my dash panel has blinkling lights on the buttons and the ac/heater blower is weak, and the defroster doesnt work, im wondering if i should replace the dash panel or is there something wrong with the blower?
I check if anything was loose, and everything is fine but still having the problems, so is it just the dash panel or is it something deeper?
 
check the ground wires first before you go getting in to the wiring on that one,chrysler wiring is a lot different than most other vehicles is and a loose ground wire will cause all kinds of weird problems to happen to those vehicles,good luck.
