'95 Pontiac Bonneville hood problem?

Ok, I'm helping my brother with a little hood problem he's having. He owns a '95 Bonneville and his hood won't open. The hood release latch does not work on the inside of the car and we can't figure out how to open it without cutting it or damaging it. Any helpful advice is appreciated.
 
if you look up under the front of the car where the latch for the hood is, you will be able to see the hood cable! check and see if it is in the holder attached to the latch! and check the release handle and make sure the cable is in the holder as well! if all is good you can brake the cable off the hood latch and pull the cable but you need a new cable for that ! hope this helps
