95 Jeep Grand Cherokee Smoke a lot and has code 27(I NEED HELP)?

Hello i just got a 95 Jeep grand Cherokee It's not running rite it smoke a lot of white smoke and code 27 is being shown. So i drained the oil thinking it had antifreeze in it but it didn't.And i even check the antifreeze and it was clean. Code 27 is the code for the fuel injector. So then i check each fuel injector with a ohm meter and they all read 14.8 or 15.1 so i believe they are all good. so then i check each pigtail (Fuel Injector Connector)and they all read 1.3 volts but for one that reads 23.3 i think that not rite but i have no clue what causing this CAN SOME ONE HELP ME
