95 Dodge Dakota 4WD problem?

My husband just bought a '95 Dakota and it doesn't seem to want to go into 4WD. He tried 4 times on the way to work today and it would not work, but it did work once before that. Any ideas of what could be wrong?

Oh, and uh, just incase its a fault on HIS part, what is the PROPER procedure for putting it into 4WD?
