95 Dodge Caravan horn does not work from Inside.?

I have a 95 Dodge Caravan and the horn does not work from inside the van. Meaning I can press the horn but nothing. If I press the remote to lock the doors or hit the panic button, it will make a sound. Is there an easy fix for this one? Thanks
 
Nope, bet the cruise don't work either. Either the steering wheel pad or the "clock spring" is bad. Clock spring is a shop repair item only because your dealing with airbags. The clock spring is the wiring connection between the steering wheel and the column. Clock spring is the most likely failed item. Maybe $200
