'95 Buick Century 3.1--No air conditioning; pressure is OK; any ideas?

A few days ago the A/C on my 1995 Buick Century 3.1 V-6 stopped working. The heat / A/C controls work OK, including all fan speeds, but the A/C clutch doesn't activate. I put a gauge on the low pressure port, and the freon level appears to be fine. Could it be a failed relay? If so, where's it located?

Yeah, I was going to say relay as well, but not sure where its located either. Am sorry if not much help for you.
 
You are using R134a refrigerant, not freon. When you check low side pressure the engine must be idling, a/c on high and windows open. The gauge must read below 40 psi for clutch to engage. If above 40psi you are low on refrigerant and must be charged to bring low side down to 24 to 28 psi/
