94 Honda Del Sol Has Turn Signal Problem.?

Hi. So my turn signals work, they just take about ten seconds to start working. Wondering what might need to be replaced. In an older question I had I mentioned that if i shut my car off for a only a few moments and try to start it, it wont start. or if it does start it dies almost immediately. Thanks for your help
