94 ford ranger is hissing...?

I finally found where the noise is coming from. there are two very small tubes on the top of my engine(if at the front of the truck, theyre on the top right side) and they are sucking air into them. when i cover them the truck seems to run a little smoother and certainly more quietly. my question is "what are these for? and is is ok to cover them?"

well if it doesnt come from the brake booster, the transmission, or anywhere important then it should be ok to cover them. It would run smoother because ur not having a leaner mixture if carbureated, or a fuelinjected engine to constantly trying to fix itself by puttin gmore fuel and less.
