94 Chrysler new yorker, slipping transmission?

I have a 94 chrysler new yorker that seems to have a slipping transmission. Coming out of park and into drive it gets stuck in neutral until i put the car in park and shut it off. If I dont shut it off before going back into drive it gets stuck back in neutral, and this only happens at lower speeds, once the car gets moving it wont happen. Occasionally going up a hill i will get stuck in 2nd gear. It shifts down fine, but will not go above 2 unless i go through the same procedure (shut down, turn back on).

Also, a few weeks before this was happening, whenever i would back out of a driveway on a hill i would slow down and shift into drive but my car would continue in reverse (probably stuck in neutral) for a short distance before actually switching to drive, even if i come to a complete stop as soon as i let off my breaks it would still be backing up.

My red check engine light also comes on randomly, though not necessarily when the transmission is having problems, but it always does it when im driving slow or making lots of stops within close proximity to eachother.

Is there any kind of electrical component that could be causing this? It seems that if it was the transmission itself then it wouldn't only be happening as i'm just coming out of drive, but also when im going from 2nd to 3rd, and 3rd to 4th.

As a side note, I use this car for delivering newspapers which is usually when these problems occur, otherwise its as im pulling out of my driveway or leaving the warehouse.
