94" 3.1 ltr pontiac grand prix cooling fans?

i have change the cooling sensor and both of the relays if i disconnect the cooling sesor it goes into default and the fans do come on? but if i just sit and idle the temp will almost reach 230 fans still don't come on and if i look at the over flow it look to me like their is fluid starting to be pushed into the overflow could it be a possible thermostat
 
Let it run longer, the cooling fans come on at 235. By design, this engine runs hot.
