93 chevy truck, spark out of coil but no spark out of cap?

Truck just had an GM performance ramjet 502 installed. All wiring is correct as per wiring diagrams. Engine is getting fuel but no spark to plugs. Verified spark from coil wire via timing light and checks ok. No spark out of distributor cap though. Can pull coil wire off cap and ground to chassis and it will spark. With all spark plug wires off cap, coil wire will still spark. Normally this would point to a bad rotor yes? Replaced whole distributor unit as whole under warranty from suspected bad rotor. Re-install new unit, still does same thing. If I take out the distributor and leave all connections connected (plug wires and control module connectors) and spin the distributor gear by hand, I get spark. There is no resistance between each "connections" on the rotor and very little between plug wire end and rotor end on the cap. What gives??
Yes the distributor is turning. Verified by cranking engine over with cap off.
There is no spark out of coil if you remove either of the 2 connectors on the back of the ignition control module.
 
when the engine is turning over, is the distributor rotating?

sounds like the distributor isn't turning....
