92 Toyota Camry LE: The fuel tank door release latch will not open the door?

The door is cable operated. maybe you can take the handle loose & pull the cable manually if it is broken at the handle.

You pull up on the latch but the fuel tank door will not open. Can it be opened manually? Need to refuel this car!
