(92) Dodge ram 360,Why is the fuel pump relay clicking and not starting?

I left the key on while not running.and now it will start after the relay stops clicking.Worse the colder the air is outside.
Replaced the relay and voltage tests at the relay.All good.
Could it be the computer not supplied a ground or at fault?
That's what they are saying.But that ECM is costly to be guessing.Mr Dodge Man you know ?
