91 toyota MR2, Engine Rev limit at 2000 RPM! WHAT DO I DO?

I was driving and the car died and after I restarted it now will not rev past 2000 RPMs at all, driving is impossible untill this is figured out, does anyone have any ideas? My radiator fans do not kick on either and my temperature gauge does not work
is that different from the thermostat or is is another sensor?
