91 honda civic runs like shit?

i have a 91 honda civic and in the morning it runs like crap and eats alot of gas... only in the morning.. A friend of mine told me it is the cold start valve on the throttle body.. well their are two of them.. a warm start valve and a cold start valve.. one and then another right above it.... one had a brown top and one has a green top.. which is cold and which is warm?? Or does anybody know what else it could be?? i just gave it a full tune up three months ago including plugs, wires, cap, rotar, oil,oil filter, and air cleaner.. Help me please
