.........90's Arcade game?

I am trying to find an 90's arcade game but i can't remember the name.
The action started with a mob guy lighting your cigarette by an old car and the game was with a target shooting mob guys, you had a shield that you could activate but not if somebody was shooting with a machine gun.
Can anybody help me?
