8900 blocked imei, work in other country?

I bought a ebay 8900 that turned out to be blocked after a couple of days af use, I see I'm stuck with it as no-one can change imei of it.
Would the phone be able to be used in another country if I sent it an relative overseas as it's useless to me and can't get a refund.

not possible blocking imei is a whole universre you can use your tlphone if you can change imei
