89 TOYOTA P/U V-6 idles very high?

i have 89 toyota p/u with a v-6. the engine has recently started to idle very high on warm up(2000 RPM)after running a while the idle will come down some around 1500rpm. but also surges makeing the rms go from 1000-2000 rpm but does not always surge.when driving it runs fine but when you put the clutch in the rpms will not go below 1500? any ideas?
