89 Jeep won"t start with freshly charged battery. Why?

I got a jump and went directly to Shucks and had the battery charged. I put it in when it was done and it cranked really slow but it fired up. Now it wont start up even when I try to jump it. I still have power because my lights and radio work, even when it wont start. And when I try to turn it on, it makes a low humming sound and nothing else.

Side note: I tested the alternator a few months ago and it was fine. I also changed the belt and water pump about two weeks ago.
The battery is 6 months old and it was tested when I had it charged.

Its an automatic.
 
Did they just charged the battery or tested it?
Ok, here's what I did...
I borrowed a battery from a new car (you have a friend or someone that you can use their battery?) and that started very fast
and I hooked it up in my car just to try it.
The same slow cranking occurred then it wouldn't start at all.
That confirmed that the problem is the starter.
Which I replaced and it starts good now with the old battery.
