89 Jeep Cherokee- cranks fine but won't turn over?

1989 Jeep Cherokee with a 4L engine and a manual transmission. Sometimes it starts up fine, but other times it will not turn over. Sometimes when it won't turn over I wait a while and then it will start...
It has a new fuel pump & fuel filter in it.
