89 Jeep 4.0 6cyl. Fan belt-- Still at it. Question.?

Those who know this vehicle (like 'RudeDude') know it can be very difficult to get a serpentine (fan belt) on and off unless you have done it before. I replaced the basic idler pulley and now find the same old belt is about 1/2 inch short of going over the power steering pulley.

Before I removed the idler pulley I made a diagram to be sure the belt will go back on the same way, AND I have the factory diagram also-- and know it is correct.

The adjustment bolt (under the power steering pump) can be manually (finger) screwed out so I took it out, and the bolt behind the power steering pump is way loose also-- and all other bolts I can see on the front of the pump are loose (including the one at the bottom front of the power steering pump)-- but STILL the pump will not slide IN on its track almost like "something" is still holding it even with the long adjustment bolt out.

I was able to move the pump OUT just a bit (1/4"??) but it will not go IN so I can slip the belt over the power steering pulley.

Hay-- this sounds simple-- I know, but believe me-- it is not. I have worked on everything from Jet fighters, to jet race boats, many Chevy's, Fords, and foreign sports cars, never nothing as simple yet unmovable like this bugger.

The bracket still has 1" of IN movement possible, yet it will not move IN. Anyone have any idea whats holding it??
 
I feel your pain just did one on a 92 wrangler,I found two bolts on the backside of the pump one is on top and the other is under the intake manifold had to reach in with a wrench to loosen it.
I basically loosen every bolt I could find
