88 Honda CRX HF: Catalytic converter?

Hello, I recently bought a 1988 honda CRX HF and went to get it smogged. It failed the test and it turns out it had a missing catalytic converter. I am in CA so it's where CAT's are really high standard.

I've taken a look under the car and noticed that the exhaust (or header, or the pipe that runs from the front to the back) is a straight pipe so that's where the CAT would go right?

But my question is that in my CRX handbook it mentions the CRX HF having the CAT in the front under the manifold (?) but when I took it to the shop they said it just needs the one underneath.

I also noticed that the weight of my car (according to the smog place) is a little over 2000lbs when online I saw that it should weight 1819lbs. Now I know it might not be a lot, but the car does seem heavier than my girlfriends 1992 4-door civic, how can this be?
