88 Honda accord has lost 10 mpg since weather has turned cold.?

I've changed the plugs. wires, Distributor cap, Rotor bug, and had it timed. Still the same. It seems like I can hear it missing (not bad enough to feel tho) when I'm going down the road. Could it be it's not getting hot enough? I've put boards in front of the radiator, but it still doesn't get hot enough to even turn the fans on behind the radiator. It has 179,500 miles on it, it seems OK, other than the lose of mileage.
 
I would suspect the thermostat is stuck open and the engine in not warming up to operating temperature. This could make the fuel run rich and cause the mpg fall.
