87 Honda smoking, now what?

My 1987 Honda CRX is emiting blue smoke from it's tail pipe. It's had a compression test and all is good. Car has 211,000 miles but I have kept it well maintained, drives almost like new! So do I need a valve job? Was told a valve job won't fix problems with lower part of engine (whatever that means). I need to get this car smogged. What can I do to stop smoking problem. Thank you.
 
Blue smoke is usually an indication of burning oil. if the compression tests were good. I would think the head is sealing fine and I would look at the valves next, which are on the top of the engine.
