85 toyota 22RE bogging at high idle?

I have bogging at higher speeds lack of power under load and when in neutral high idle it revs up about 3/4 the way to high idle and starts hesitating and high rev, bog, high rev, bog. I have changed out the fuel filter and checked the tank , even clean the throttle body but didn't take it out and do it.
It sounds as though some thing is making it bog mechanically.
Any answers?
