80s Film Robot Man Tank For Legs...

The title is so that none of you waste your time coming here. It's a crap title, so apologies.

There was a film I watched on video in the eighties, where a cyborg who had tank wheels for legs tried to defeat the bad guys with a group of people.

Does anyone know the name of it? I had success with The Phantom Tollbooth so once again I'm reaching out to you clever lot for help.
