4x4 not engaging on 1998 ford ranger?

I have a 1998 Ford Ranger 4x4 and the problem that I have is the 4x4 not engaging. When I switch over to 4high, the light turns on, but doesnt engage. Then, when I switch over to 4low, the truck is in low gear, but its only 2x. I replaced the actuator sensor under the hood, thinking it went bad, but wasnt the problem. What else could be the problem?
