4 year old is CONSTANTLY whining and crying?

She cries over EVERYTHING, even when its nothing. She cried when her dad left for work, and when her sister took her toy, she just cries cries and i am so sick of it. I have tried ignoring it, asking her whats wrong, putting her timeout...but she just cries and then it turns into these screams of mumbles. This just started and nothing is working. She screamed because i took her plate away and she wasn't done, i put her in timeout...i let her come out and 5 minutes later she screams because Jack tickled her. She just cries and screams. And she isn't crying she whines that she wants this, someone did that, thats not fair...i am sick of it!! help me.
 
I have the same problem well very smiler she crys instead of whines and mine is 2 i was about to ask for help with the same situation i cant take it anymore either my only suggestion that you might not have tryed yet would be to put her on time out everytime she whines or take a toy for the rest of the day and make it a toy that she plays with alot let me know if you find anything that helps thanks
 
I used to be that parent who always wanted to comfort - now I just let things run their course. Eventually, my son winds down. I just go about my day in the meantime and keep an eye on him (to make sure he doesn't hurt himself/break thins, etc.).
