4 wheel drive does not work on 2000 jeep cherokee, is the transfer case fluid out?

4 wheel drive does not work on 2000 jeep cherokee, is the transfer case fluid out?, since when i do drive it i do hear a large popping sounds, does anybody know if this is an easy fix or fix cost price
