3GS New Boot 3.1.2 Can Update to 3.1.3 ??

Hi all
I have Iphone 3GS 16G New boot
Jailbroken By Blackra1n ( of-curse tethered Jailbreak )
every restart I have to open blackra1n again

The Question is

Can I Restore it with :
original firmware 3.1.3 From my computer
and activate it with its original sim ( or any other new one in market )
and jailbreak with spirit then unlock

is this procedure possible to do or not
Plz Help

Only option is to upgrade to iOS 4 and wait for the JB/Unlock
from Comex and Planetbeing. OR hope the following materializes shortly -
idevicerestore: A new tool capable of restoring IPSWs to devices without the
help of iTunes. Also capable of doing other neat stuff such as upgrading stock firmware
without flashing nor (to preserve jailbreaks) or baseband
(to preserve unlocks) - thanks to Mr. Joshua Hill popularly known as p0sixninja
