3G in North America

Hi, i'm new here and have many questions, please bear with me. I bought an f488 in HK, but using the phone in Canada. I can't seem to use the 3G and video calling.

The 3G network is available where I live, but I can't get the 3G signal. Is it because it's a different band/frequency between HK and Canada? Is there something I can do to make my f488 work?

Does this have anything to do with firmware? I tried to search the forums, but couldn't find anything. Does anybody else have this issue, where they bought an f480/f488 overseas (in Asia), and cannot connect to a 3G band in North America for video calling?
