302 in ford ranger/ emmissions?

1. Was thinking about putting a 302 in a old ford ranger as a summer project for fun. I have access to all the supplies and the mechanical portion of the swap I would have no problem with. But does anybody have any experience with wiring an EFI engine? Is this something that can be accomplished by using a wiring harness diagram or is this insanely hard?

2. Before I consider this little project of mine does anybody know if I could get this to pass emissions? Ive heard that any vehicle older than 20 years old only has to pass a certain test? Ive also heard if you swap a diffrent engine in you are eligible for the "hot rod" clause? Someone set me straight on all of this. Ive heard it varies greatly from state to state so if it helps I live in New York.
 
Wiring the engine controls is only part of your electrical challenge. If its an old carbureted Ranger, you'll have to add either:
-a tank with an internal high pressure fuel pump, or
- an external pump with regulator and all the plumbing.

There are a lot of aftermarket kits for wiring an EFI into older vehicles, but most of them aren't plug and play type, so you have to spend a lot of time planning it out. Sounds like a good project. Have you considered going with a small 4 barrel and an SP2P intake? Much easier.
