3 nails in my tyre in the past 2 months, can i complain to council?

would it be worth my while complaining to the council? There is lots of roadworks etc going on around the City and in the past 2 months i have had 3 nails in my tyre. it is impossible to see these when you are watching the road. it has cost me 3 repairs/new tyres. i know you can claim money back if you drive over pot holes but what about nails? surely this is why i pay car and council tax?!
roadworks and new houses being built etc... there are lots of nails on the roads due to the new houses, fences etc
 
I suspect that either your tyres were pretty worn in the first place, or someone is doing this deliberately.
Regardless of roadworks, there aren't many activities carried out on the carriageway that involve nails being used.
