2nd Hand car with low tax and insurance?

Hi, Many thanks for taking the time to look at my question? I am looking to get my partner a little run around car as hers is unlikely to make it through the M.O.T, she only does around 20 miles a day at the most so don't need it for long journeys etc, just want something cheap to Insure, Tax & cost up to £5000 although if I can get something cheaper in this financial climate then all the better!
Any help or advise would be most appreciated!
