2010 Road Glide handlebar shake

Do any of the mechanics on here know if they are tightening the steering swing by the service manual specs to stop this or snugging it up a little tighter to stop this? I've read that the wobble/shake is the steering head bearings too loose but mine has it a little in the handlebars and the swing seems a little on the tight side already.I have made the tool and am not sure whether to snug it up a little more? Tool is really a strange little thing to fit up under there and a pain in the azz to fabricate. I had the front wheel checked and it balances out fine. Thanks
 
Steering head is not covered under warranty. They supposedly check it at the 1000 service and the service manual says to grease it till it comes out of the top and bottom of the steering head. No grease gun has been on my fitting and i really don't want them touching my bike again. Steering head adjustment is a wear issue they tell me and i am not paying them to tighten it. I'll figure the f'in thing out. I just asked if anyone knows if they are setting this bearing preload a little tighter than what the service manual says to stop this wobble?
 
There is a service bulletin on this, the manual says 4 swings and the bulletin says 2. I just had mine done no charge based on bulletin. m-1246
 
This bulletin is avail thru a search on road glide forum and even though directed to 2009 units, applies to any that were set up by dealers before bulletin was written. harley doesnt set steering head brngs at factory assy and relies on dealer to do at pre delivery or the 1k service or as the customer complains. The dealers if they do at all were using the 4 swing method as described in manual,(which is wrong). there should be no chge or questions if you mention the service bulletin. it helps if you are in good standing at dealer.
