2009 Honda Accord problem: piece of metal hanging in front of tire?

I've been hearing a metal scraping noise when I turn left coming from the rear passenger side tire area. Today I notice a thin piece of metal (flat metal, 1/4 of inch wide, 6 inches long) hanging down and look under the car and it has poked through a plastic covering right in front of the tire. Any thoughts on what might have broken? Have pushed down on both sides of the car and notice no noise from the movement. Just want some direction and to make sure it's ok to drive in to a dealer.
 
Sounds like you ran over something and it got caught in between the plastic parts. See if you can pull it out. If it seems attached to the car, it's probably just a retainer that broke loose. Take it to the dealer and have them take a look.

Also, take a look under the other side and see if there is an identical piece of metal. If not, it's probably something that got ran over.
