Well, the percentage in 2008 was 30.6%.
Most likely from my experience, the cause of not casting a vote is because they're truly not a civilized people. They really don't care about their governent and prime minister. They all want to run the country and that's why they're still so far behind.
I would imagine that the effect of not casting a vote would just result in simple chaos. Looking back at the assassination of Benazir Bhutto, it's evident that these people really don't care what's happening to their country and it's really sad.
