2008 Lancer Ex Clutch pedal failure, what gives?

I press the clutch pedal down all the way, there's barely any pressure and it doesn't disengage the gears so I can't shift at all. It returns to its original place but I think that's a spring system returning it because when we took out the master cylinder it still rebounded when depressed.

The mechanic told me it's the master cylinder, he pulled it out and it seems fine to me. He says it's leaking, is there any way to check if it's leaking while it's still out? (I have it with me now)
I tried blowing air into one side and pressing the plunger (blowing air with a tire-filler thing) and it completely blocked out the air when fully depressed. Doesn't that mean it's fine?

If it's not the master cylinder what can it be? How do I check for it? It's driving me crazy and I can't find a replacement master cylinder. My only option is to import one and it'll cost me an arm & leg to do so, so I need to make absolutely sure it's the culprit.
