2006 dodge caravan sxt....bad brake caliper???? help!?

2006 dodge caravan sxt... can someone please tell me why would a brake caliper go bad??? i had a mechanic tell me my front passenger brake caliper was bad and needed to be replaced. i had someone inspect it and the rotors and pads are fine but he is telling me that the caliper needs to be replaced for $300. for a tie rod??? and a caliper and brakes?
