2004 Mazda RX-8 won't start after ice storm/new battery installation?

it was running fine, then where i live was hit with a really bad snow/ice storm. i couldn't run it for about a week (racing tires-no traction whatsoever) and now it will not start. it makes a noise like it is trying to start but will not catch. if i open up the hood, i can see that the engine is turning over, and i know it isn't the starter.
also, i had just gone over 50,000 miles on it when the storm came, but when it wouldn't start, i tested the battery and it was shot, but i got a new one, so i also know it isn't the battery.
one of my friends mentioned that when putting a new battery in a car sometimes there are "reset" buttons to push in order to get it started, but i don't know anything about that.
any help is appreciated, since right now i do not have the $$ to take it somewhere to get it looked at.
 
Even new batteries can need recharging. Try jump starting the car. There is a fuel pump reset switch you can push to make sure it hasn't tripped open. See your car's owner's manual.

You need to check whether you are getting a spark. Take the spark plug out and reattach the HT lead and hold it against the block or something to earth it. Have someone crank the engine. If there's no spark,it could be the crank sensor may need a wipe or renewed.
