2004 Honda Civic blow fuses and passanger headlight doenst work?

When I turn on the headlights only the drivers light turns on. The high beams work on both lights... this is were it gets odd- If I push the rear windsheild defrost bottom the right headlight turns on. I checked the fuses and saw that the hazard fuse is blown. I replace it and when i turn on the lights with in a minute it blows the fuse. Also when I activated the hazard bottom in the car the turn signals dont work -until i deactivated the hazard buttom. I checked the ground wires behind the bumper that mount to the frame and they look ok-- all the light bulbs work. the rear defrost works fine.... I am lost any ideas
