2004 Chrysler Pacifica fuel gauge doesn't work?

The fuel gauge doesn't move off E even when you fill it up, gas light is also on, we replaced a fuel sending unit, still didn't fix the problem. Took it to dealer for diagnostic test, they say it's the fuel tank, how can that be tho it runs fine just gauge doesn't work??should we try other sending unit or what???
 
Fuel pump and level sending unit (combined unit) in tank most likely need to be changed. Involves dropping the tank to get access to it.
