2003 Ford Focus will not turn over?

Went to get car started the other day and the key will turn and makes a relay click by the fuse box, no sound at all from the starter. Also the gages are flickering and the radio has a weird light humming noise coming from it.
Battery has a Green Dot on it and also hooked jumpers to it still same response.
Car had the Ignition replaced from the recall a couple years ago

I went ahead and pushed the car and put it in gear and it fired right up and seemed to run fine, but radio did have a wierd noise still coming from it.

So im thinking its something Electrical, maybe a that relay, but would that make the radio and the gauges act up? Starter, Solenoid,
 
Try testing the fuzzes, because i learned when something is unexplainable its the fuzzes.

Or it could be the started, did you have it tested. it could be the battery. or batter cables, try cleaning them off. and see how that works.. well let me know how it works out.
