2003 chrysler town and country safety features during rear impact accident?

My sister has a 2003 chrysler town and country and just got into an accident. It was a high speed rear impact and her air bag didn't deploy and her seat collapsed completely laying flat. I am trying to find if this is a safety feature of the system failed.

Please help.
