2002 toyota tacoma, why is it so slow? and also what can i do to make it faster?

ok so my concerns are how slow it is, which is understandable for a 4 cylinder truck, but i dont get why the gas mileage is so bad, we recently took a trip to vegas it was 250 miles and a v8 titan next to us (our other truck) got better gas milage then us, i probably get about 18m/g on the good side
i was thinking about getting a short ram intake, a chip, and exhaust any other suggestions?
