2002 Pontiac Grand Am GT not accelerating properly?

I have a 2002 Pontiac Grand Am GT and it's hardly accelerating. The fastest it can go is 25 MPH. I just changed the fuel filter hoping that's what it was... but it didn't fix the problem. I was told is could be the catalytic converter but I passed my smog emissions test last September and also passed another one about a month ago. I was told that my levels were low which is a good thing. I also think it could be an O2 sensor??? Any ideas on what could be wrong?? I need help!!! :)
Well that's another thing... the RPM's won't go past 3 when I have it in park and press the gas.
 
try checking mass air flow sensor. do this by disconnecting the connector on it. if the car runs differant it is a bad sensor,fuel pressure regulator check it. it could have a cloged up strainer on the fuel pump. check fuel pressure
