2002 Ford Explorer Engine Replacement?

My 02 Explorer was damaged in a recent flood. The water got into the engine but did not get into the interior. The insurance adjuster says that it needs a new engine and he would do some figuring and get back with me. In the mail today I received a check for $1,787 (deductable of $250) with a total of $2037. Will this $2,037 replace and install a new engine plus buy and install a new headlamp. The paper says that it will take a mechanic 8.6 hrs to do the work which they alloted $500. This just seems to be very cheap and I'm not sure I can find a mechanic to do it for that? Any ideas, I cannot drive it for estimates since it doesn't run? Thanks, Sue
 
1 was irt running in the flood? if not just remove plugs and turn it over to get water out of cylinders....change oil and turn over while spraying starting fluid into air intake..90 % of time it will start and run
