2002 dodge neon starting problems?

I'm having issues with my 02 neon. There's a buzzing sound on the idle air control valve that's attached to the throtle body. Also, the fuel pressure builds to 52-54 on prime. On start it's flucuates between 40-60. I have no idea where to go from where I'm at. Scan tool gives an error code about the gas cap but cap is secured. Another code about low voltage to air flow sensor. Battery has juice. There could be possible other electrical issues from previous owner. All help is appreciated
