2002 dodge neon idles low and stalls when i stop please help?

2002 dodge neon 2.0L 4 cylinder, the car has a low idle and when i come to a stop it will shake and shut off, it will start right back up, also when i am parked and the car is running i turn the steering wheel all the way left or right the car will shake and die, i know when u turn the steering wheel sharp the power steering pump works harder it seems like the idle isn't adjusting to make up for it the same as when the ac is turned on, i have replaced the idle control valve, cleaned the throttle body, replaced spark plugs, map sensor, alternator, speed sensors, power steering pressure sensor, timing belt, throttle position sensor, and also checked for vacuum leaks, but when i unplug the hose running from the pcv valve the idle goes up but it is higher than it supposed to but as soon as i plug it back in the idle drops back down, the pcv valve hasn't been changed but it has been tested and seems to work properly also the fuel injectors has been tested by pros and they are fine, sorry if this is alot but i really want to find a solution it is getting really frustrating also there are no check engine light on so i can not get any codes retrieved.
