2002 dodge caravan Sport power tailgate turned off?

its broke.theres not a turn off button. sounds like the liftgate motor has gone bad.
 
have a 2002 caravan sport, the power tailgate seemed to be turned off, will not work by button in car, or when pulled on back hatch, it makes the noise like it wants to open but acts like it is locked, like the feture was disabled any help would be great/
